(a) In general.—The Secretary of Homeland Security shall take all necessary steps to close the border to illegal crossings.
(b) Definitions.—In this section:
(1) The term “illegal crossing” means any crossing of the United States-Mexico border by a person who is not a lawful permanent resident or a citizen of the United States.
(2) The term “Secretary” means the Secretary of Homeland Security.
Sec. 5. Effective date.
This Act shall take effect on the date that is 1 day after the date of its enactment.

SECTION 3. RESUMPTION OF BORDER WALL CONSTRUCTION.
(a) IN GENERAL.—The Secretary of Homeland Security shall resume construction of the border wall along the United States-Mexico border where it deems necessary.
(b) FUNDING.—There are authorized to be appropriated such sums as necessary to carry out the activities under this section.
SECTION 4. IMPROVING BORDER SECURITY MEASURES.
(a) IN GENERAL.—The Secretary of Homeland Security shall implement enhanced security measures, including additional personnel, surveillance technology, and infrastructure, to deter illegal crossings at the United States-Mexico border.
(b) FUNDING.—There are authorized to be appropriated such sums as necessary to carry out the activities under this section.
SECTION 5. EFFECTIVE DATE.
This Act shall take effect on the date of its enactment.
