(2) The term “Secretary” means the Secretary of Homeland Security.
Sec. 5. Effective date.
This Act shall take effect on the date that is 1 day after the date of its enactment.

(b) FUNDING.βThere are authorized to be appropriated such sums as necessary to carry out the activities under this section.
SECTION 4. IMPROVING BORDER SECURITY MEASURES.
(a) IN GENERAL.βThe Secretary of Homeland Security shall implement enhanced security measures, including additional personnel, surveillance technology, and infrastructure, to deter illegal crossings at the United States-Mexico border.
(b) FUNDING.βThere are authorized to be appropriated such sums as necessary to carry out the activities under this section.
SECTION 5. EFFECTIVE DATE.
This Act shall take effect on the date of its enactment.
