Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
Section 1. Short title.
This Act may be cited as the “Cease and Claw Back Ukraine Assistance Act of 2023”.
Sec. 2. Findings.
Congress finds the following:
(1) The United States has provided billions of dollars in assistance to Ukraine since the beginning of the war.
(2) This assistance has been used to support the Ukrainian government, economy, and people.
(3) There is some concern that the assistance is not being used effectively and that it is not in the best interests of the United States to continue providing it.
Sec. 3. Cease and claw back of assistance.
(a) In general.—The Secretary of the Treasury shall cease and claw back all monies and assistance that have been provided to Ukraine by the United States.
(b) Effective date.—The provisions of subsection (a) shall take effect 30 days after the date of the enactment of this Act.
Sec. 4. Authorization of appropriations.
There are authorized to be appropriated such sums as may be necessary to carry out this Act.

This Act may be cited as the “Ukraine Aid Termination Act of 2023.”
SECTION 2. FINDINGS.
Congress finds the following:
(1) The U.S. has historically provided significant aid to Ukraine.

SECTION 3. TERMINATION OF AID.
(a) IN GENERAL.—Notwithstanding any other provision of law, no federal funds may be used for the provision of aid to Ukraine.
(b) EXCEPTIONS.—This section does not apply to humanitarian aid or any aid intended to promote democratic institutions and human rights in Ukraine.
SECTION 4. EFFECTIVE DATE.
This Act shall take effect on the date that is 60 days after the date of its enactment.
